Tamoxifen has several side effects but a higher risk of developing diabetes is not listed as one of these. There is no mention of this on the manufacturer’s website either.
There are some studies which seem to suggest that there may be a slight increase in developing diabetes in older women, but that this needs further research. Although @sparkle0103 has responded to your query having had a similar experience, this may be a coincidence.
You mention that you are pre-menopausal and are wondering if changing to an aromatase inhibitor (AI) alongside ovarian suppression may help with pre-diabetes. The best people to ask about this would be your treatment team, and whether it would be clinically appropriate for you.
