Why the delay for Chemo?

I was delivered the news on 28 Aug that I have bc invasive stage 2 approx 3.5cm and due to size and my age (44) etc was given the opportunity to have chemo before surgery to try and shrink the tumour for possible smaller lumpectomy (no guarantees). I thought this the best for me personally rather than surgery then chemo & rads etc.

I chose the hospital closest to me for the chemo and was told there is currently a 2 week waiting list. The hospital phoned me on the Tuesday (5 days later) and gave me my first date as 17 September. This will be 3 weeks (bar 1 day) since diagnosis.

Is this normal? Has anyone else experienced this kind of a delay? Now I know I need all this treatment I just want it to start as soon as possible. It’s like a huge black cloud hanging overhead.

Any comments much appreciated.

Sorry everyone this should be on the newly diagnosed forum.
