chemo before or after mastectomy what is best?? Recurrance and ? new lung / lung mets?

Hi i have a recurrance of bc first one in 2008, WLE, chemo & rads. Now have a recurrance doagnosed 8th oct. and ? spread or new tumour on lung 1cm. Got to have chemo but is it better to haver it after mastectomy (if it is spread) or before, i cannot havd rads again so concerned about it spreading if chemo is done before op ???
What is treatment for lung tumour can they take it out???
Sick of waiting now want to get going with treatment.
